What is docsQosPHSIndex?

Uniquely identifies a specific Payload Header Suppression rule within a given service flow, referenced when a classifier or service flow needs to point at its associated PHS rule. Admins use this index to correlate a PHS table row with the classifier that triggers header suppression on that flow.
