What is txDiscardEligible?
This counts frames transmitted by the near end on this DLCI with the Discard Eligible bit set, meaning they're first in line to be dropped if the network gets congested. The MIB notes this shares its value with the RMON etherStatsFragments counter on the DTE (data terminal equipment) port.
