What is numberOfExcludedOutageCounter?

This counts outage events on this DLCI that have been excluded from SLA calculations, as opposed to those counted in numberOfOutageCounter. Excluded outages might correspond to scheduled maintenance windows or other outages an admin has chosen not to hold against the SLA.
