Description: Number of frames received at the near end on this DLCI above CIR. These frames will have the Discard Eligible (DE) bit set.

What is fRELperDLCI?

This counts frames received at the near end above CIR on this DLCI, marked by the Discard Eligible bit being set. A rising count here means the far end is regularly sending more than its committed rate, and those excess frames are the first to be dropped during congestion.
