This object records who or what created the per-hop-behavior policy entry -- a vendor default template or a specific management application. It helps an admin distinguish pre-configured, vendor-supplied policies from ones added by their own NMS, which matters when deciding whether an entry is safe to delete. For example, diffPolicyDPCOwner might read "vendor" for a built-in template versus "admin-jsmith" for one created through a management console.
