For example, if every packet may be dropped in the worst case (100%), this has the value 1000. Alternatively, if in the worst case one percent (1%) of traffic may be dropped, it has the value 10.

Sets the worst-case drop probability for this random-drop algorithm, expressed in drops per thousand packets — for example a value of 10 means up to 1% of traffic may be dropped once the queue reaches the maximum threshold.
