Description: If the traffic does not conform to the meter, this indicates the next datapath element to handle the traffic e.g. an Action or Meter datapath element.

The value zeroDotZero in this variable indicates no further Diffserv treatment is performed on this traffic by the current interface for this interface direction. If the row pointed to does not exist, the meter element is considered inactive.

What is diffServMeterFailNext?

This RowPointer names the next datapath element (such as an action marking down or dropping the packet) that handles traffic that exceeded the meter's rate. Together with diffServMeterSucceedNext it implements a two-way branch based on whether traffic conforms to the configured rate.
