Description: If there is a match this will cause the MED attribute to be incremented (or decremented) by the value specified. The direction of the value change is defined by bgpRouteMapSeMedDeltaType.
The resulting MED value will not wrap, but will take a minimum value of 0 and a maximum value of 4294967295.
This field is disabled by setting the value to zero. The field must be disabled if either bgpRouteMapSeMedDef or bgpRouteMapSeMedIgp is set to TRUE.
