Description: The RM component can be configured to limit the amount of work that it carries out in a single cycle of the N-BASE scheduler. The component maintains a work penalty that is set to zero each time RM is scheduled, and that is incremented during lengthy calculations. If the penalty reaches the threshold, then RM pauses processing. The default value for the threshold has been chosen so that the most common UPDATE messages will be processed without pausing.
