Description: Indicates whether DC-BGP is configured to perform fast external fallover.
When bgpRmEntFastExtFallover is 'true', BGP sessions to directly connected eBGP peers fail as soon as a loss of reachability is detected, instead of waiting for the TCP session to time out.
Note that this is only applied to peers that are known to be directly connected - in other words, peers that have bgpPeerTtl set to 1.
