Turns Layer 3 address learning on (learning-enabled) or off (learning-disabled) for the VLAN targeted by the pending SFPS API action. An admin would disable this on a VLAN that should be treated as purely Layer 2 to avoid the switch building unnecessary Layer 3 forwarding state.
