This read-only TimeTicks value records the time, in hundredths of a second since device startup, of the last change to sfpsServiceCenterConnectOperStatus for this entry. An admin can use it to see how recently a service center connection's operational state changed, which helps correlate a fault with other events. For example, a sudden jump between polls would indicate the connection just flipped from running to faulted.
