This counter reports how many times Layer 1 on this WAN line has gone down, whether taken down manually or dropped due to a qualified alarm condition. Comparing this counter to lsLayer1Up over a polling interval tells an admin whether a T1/E1 circuit is flapping, which points to a marginal physical link, bad cabling, or carrier-side issue worth escalating. A line whose lsLayer1Down counter increments every few minutes despite no maintenance activity would prompt an admin to check for a loose connector or a carrier network fault.
