An admin compares this operational value against the configured bdgdeviceBdgFwdDly to see the actual timing in effect, which is inherited from the root bridge when this device is not the root itself. For example, a newly reconnected port would spend this many seconds in listening and then again in learning before finally reaching the forwarding state and passing user traffic.
