An admin uses this when full bidirectional reachability to a particular address across the bridge is required, rather than the one-directional or fully-filtered patterns available in the other acqCreate variants. For example, an admin ensuring a shared file server's address remains fully reachable from both attached segments would add an entry using acqCreate21 for that server's address.
