Description: If stTopChange is True, then the time since stTopChange changed from False to True. If stTopChange is False, then the time since stTopChange changed from True to False.

What is stTopChangeTime?

This read-only TimeTicks value reports the time since stTopChange last transitioned, either from false to true or from true to false. An administrator uses it to gauge how long the network has been stable, or how long a change has been in progress, since the last transition. For example, the admin reads a large stTopChangeTime value and concludes the topology has been stable for hours, ruling out ongoing flapping as the cause of a separate complaint.
