Description: Whether the port is out-bound congested.
What is sifCongested?
This read-only INTEGER (true(1)/false(2)) reports whether this specific port is currently outbound congested. An administrator polls this live per-port flag to confirm congestion as the cause during a reported slowdown, ahead of the port's sifCongestTime discard behavior kicking in. For example, the admin polls sifCongested during a reported slowdown and finds the uplink port reporting true(1), confirming outbound congestion as the cause.
