This read-write TimeTicks value sets how many centiseconds a congested port will discard packets destined to it following a congestion alarm, ranging from zero to five minutes, and is always zero for port 1, the out-of-band management port. An administrator tunes it to control how aggressively the ES/1 backs off traffic to let a congested port recover. For example, the admin shortens sifCongestTime on a port with only brief congestion spikes so normal traffic resumes flowing to it sooner after each alarm.
