An admin doing a configuration transfer over an unreliable or high-latency path might raise this overall timeout so temporary network hiccups don't prematurely abort a transfer that would otherwise eventually succeed. For example, if repeated TFTP configuration transfers keep failing partway through over a congested link, the admin would increase kxswdisConfigTotalTimeout beyond the default 25 seconds to give the session more time to recover from delays.
