An admin uses this global switch when the ARP serving behavior should apply uniformly across the whole device rather than being configured interface by interface. For example, enabling ipShortcutARPServerStatus turns on ARP serving for all IP interfaces at once instead of requiring the admin to enable it on each one individually.
