This field will be set to year = 0 if the agent cannot provide
the module date.  The hour, minute, and second field will be set
to zero (0) if they are not relevant.  The year field is set
with the most significant octet first.

What is cpqSiOsCommonModuleDate?

This is a 7-byte OCTET STRING giving a module's date, encoded as year (2 bytes), month, day, hour, minute, and second. Admins decode it to know exactly when the currently-installed version of a tracked module was built or released. For example, this field would be decoded to confirm a driver module's build date matches what the admin expects from the version they intended to install.
