This read-only integer reports the number of packets per second transmitted from the network interface. An admin watches this rate to detect packet-rate-driven bottlenecks (such as CPU interrupt overhead) that byte-rate alone wouldn't reveal. For example, high transmit packets-per-second with only moderate transmit-byte throughput would point an admin toward a small-packet workload straining the NIC's packet-processing capacity rather than raw bandwidth.
