An admin enables it on deployments carrying IPTV so multicast join/leave traffic can be isolated onto its own PVC rather than sharing bandwidth and queuing with data traffic. For example, when adding an IPTV service to a subscriber's line, the ISP sets cpePvcIgmpMode on the second PVC dedicated to the video service.
