What is cpeIpLowerIfIndex?

This read-create Integer32 identifies the lower-layer logical interface that a given IP address entry is bound to. An admin sets this to associate an IP configuration with the correct PPP or PVC interface underneath it, since a CPE may have multiple lower-layer interfaces. For example, when adding a management IP on a dedicated PVC, the technician sets cpeIpLowerIfIndex to that PVC's interface index.
