This read-only Boolean reports whether an action has been specified for this policy term at all, as distinct from the term's match conditions. An admin checks it to quickly tell whether a term is purely a filter with no configured action, or whether it actively modifies or dispositions matching routes. For example, seeing csRtPolicyTermActionFlag as false on a term tells an admin no action objects need to be reviewed for that term, only its match conditions.
