This HelloRange value is the length of time in seconds between Hello packets the router sends on this virtual interface, and must match the value configured at the virtual neighbor. A mismatch here specifically prevents this virtual link's adjacency from forming, just as with a normal interface. An admin who just changed this Hello interval on one end of a virtual link must update the matching value on the neighbor's virtual interface too.
