This read-create enabled/disabled object sets the desired administrative state of the DHCP relay agent, noting that once enabled it requires at least one configured DHCP server address to actually forward packets to, and if multiple servers are configured, requests go to all of them without priority ordering. An admin enables this only after also configuring at least one server address, since enabling it alone without a server target accomplishes nothing. For example, an admin bringing up DHCP relay for a new VLAN must both set this to enabled and add a server address row, or clients will still fail to get addresses.
