What is csOrionViStatsRateLimitTxPktsSubmitted?
This 64-bit counter, active only when rate limiting is enabled on this Virtual Interface, totals the number of transmit packets submitted to the rate-limiting mechanism. An admin uses it alongside the byte-count version to see both packet and byte demand hitting the rate limiter on this VI. For example, a large gap between csOrionViStatsRateLimitTxPktsSubmitted and the corresponding dropped-packets counter indicates the rate limiter is passing most submitted packets through without shaping them.
