Administrators enable it when they want to verify how much traffic is actually matching a given PBF rule, useful for confirming a filter is working as intended or measuring its traffic volume. For example, an engineer troubleshooting whether a redirect filter is actually catching traffic would enable this counter and then check the associated counter object to see if the count increases.
