It's useful to an administrator troubleshooting sluggish TCP sessions on the VPN virtual router, since a very high minimum RTO can delay recovery from packet loss on otherwise low-latency links. For example, an engineer reads csOrionVPNVRouterTcpRtoMin and sees 200 milliseconds, explaining why a TCP session over a fast local VPN tunnel still waits at least that long before its first retransmit.
