An admin tunes it to accommodate bursty application traffic without permanently allowing a higher sustained rate. For example, setting csOrionVIfRateLimitBurstSize to a generous value lets short traffic spikes from a bursty application pass through without being shaped, as long as the average stays within the committed rate.
