What is csOrionTunnelSwitchTargetPriority?

This read-create Integer32 (1-65535) sets the priority of a tunnel-switching target address, where the value 1 represents the highest priority among competing targets. An admin uses this to control which of several candidate LNS targets a switched tunnel is preferred to land on. Configuring a backup LNS at priority 10 versus a primary at priority 1 ensures the primary is chosen first whenever it's available.
