This read-create RowStatus creates or deletes this metering control block instance. An admin activates a row once the profile, ACL list, and other MCB parameters are configured, putting the meter into active service against matching traffic. Setting this to destroy(6) removes a metering instance that's no longer tied to any active customer or ACL.
