An admin raises this to make the transport more tolerant of occasional errors on a noisy link, or lowers it to fail over faster on a link expected to be clean. For example, a transport over a link with known occasional bit errors might have this permitted-bad-events threshold raised so a few isolated errors don't trigger an unnecessary transport failure and rebuild.
