What is csOrionCiscoHdlcOperStatus?
This read-only OperStatus reports the current operational state of the Cisco HDLC encapsulation on this interface. An admin checks this to see whether the HDLC link layer is actually up and exchanging keepalives, distinct from whether HDLC has merely been administratively enabled. For example, if a serial link's higher-layer routing protocol won't come up, checking this Cisco HDLC oper status first would confirm whether the link layer itself is even established.
