Because the desc is empty, its role must come from the name and table position: paired with csOrionAccessListEndAddress it defines the lower bound of an address block that access-list based NAT/filtering rules apply to. For example, an administrator provisioning NAT for a branch subnet would set this to 10.20.30.1 as the first address in the block that entry covers.
