csOc3Scramble is a read-write enable/disable switch controlling whether the SPE payload, ATM or POS depending on csOc3PathC2, transmitted on this OC3 port is scrambled. Scrambling must match on both ends of the link, since it randomizes the bit pattern to avoid long runs of identical bits that can trip clock-recovery circuits; a mismatch typically shows up as the far end being unable to lock onto the signal at all. For example, if a newly lit OC3 link to a partner network never comes up despite a clean optical power reading, an admin checks whether csOc3Scramble is enabled on both ends, since scrambler disagreement alone can prevent frame lock.
