What is csFrCircuitCreationTime?
This TimeStamp records the value of sysUpTime at the moment this virtual circuit was created, whether that happened via the DLCMI or via an SNMP SetRequest. An admin uses it to know exactly how long a given VC has existed, which helps interpret counters like csFrCircuitSentFrames that only accumulate from that point. For example, if csFrCircuitCreationTime shows the VC was created only an hour ago, the admin knows any traffic counters for it reflect just that short window, not a full day.
