An admin monitors this to see how much of the inbound traffic on this DLCI is running above the committed rate and thus vulnerable to being dropped under congestion. For example, a circuit showing a high proportion of DE-marked frames relative to total received frames indicates the remote site is regularly bursting above its committed information rate.
