This read-only TimeStamp records the value of sysUpTime at the moment this virtual circuit was created, whether by the Data Link Connection Management Interface or by an explicit SetRequest. An admin uses this to determine how long a given DLCI has existed, useful when auditing whether a circuit was provisioned recently or has been stable for a long time. For example, comparing this creation timestamp to the current sysUpTime tells the admin exactly how long ago a particular DLCI was brought into service.
