What is cmSysOperState?
This read-only enumerated INTEGER (disabled, enabled) reports the current operability state of this system-level resource. An admin checks this at the chassis level to get a top-level go/no-go signal for the whole device before checking individual card or port states. For example, a chassis unexpectedly reporting disabled at this system-wide level would immediately explain why every port and card underneath it also appears down.
