Since the system doesn't reorder or distinguish packets within a VC and never reorders packets to maintain Frame-Relay compliance, this priority setting is the coarse-grained way an admin favors one VC's traffic over another sharing the same physical port. An admin carrying both a customer's voice VC and a lower-priority data VC on the same DSL line would set the voice circuit's cmSubIfacePriority to high to favor it during contention.
