cmStateOperState is a read-only enumeration reporting whether the resource identified by a given generic state-table entry is currently disabled, enabled, or testing. An administrator monitors this shared field across many resource types to spot anything that has dropped out of service or is mid-diagnostic, without needing a separate state object per resource class. For example, finding a resource stuck in testing(3) longer than expected would prompt the operator to check whether a loopback test on that resource failed to terminate cleanly.
