cmShelfUpTime is a read-only TimeTicks counter measuring how long a specific physical shelf has been powered up. An administrator compares it to cmBoardUpTime values for cards within that shelf to distinguish a shelf-wide power event from an isolated card reset. For example, if every board in a shelf shows a similarly short cmShelfUpTime and matching short board uptimes, the operator concludes the whole shelf lost and regained power rather than one card failing independently.
