Because multiple underlying conditions all have to align for this to show enabled, an admin uses it as a fast top-level check before digging into the DLCMI, LMI, or Frame Mux details individually. If cmFrCircuitOperState shows disabled while cmFrDlcmiOperState shows enabled for the same link, the admin would suspect the specific PVC status reported via LMI, rather than the link itself, is the problem.
