Operationally, it's the baseline throughput indicator for inbound traffic, so a healthy line should keep accumulating this steadily under load. For example, comparing the valid-frame count across the 96 buckets lets an admin build a rough traffic profile for the port over the last 24 hours, in 15-minute resolution.
