This read-only PerfTotalCount reports the count of receive frames discarded for lack of available buffers on the DSL port, scoped to the DSL port's current, still-accumulating measurement period (not yet rolled into the interval history). Operationally, buffer exhaustion causes silent frame loss even when the physical line itself is clean, pointing to a resource or congestion issue rather than a wiring fault. For example, seeing this counter increase during a live poll tells an admin the port is running low on receive buffers right now, before the day's totals would otherwise reveal it.
