What is cmDS3AtmCellPayloadScrambling?

A read-write enumerated value enabling or disabling ATM cell payload scrambling on the DS3-ATM interface, defaulting to disable. Payload scrambling must match what the far-end ATM equipment expects, so an admin sets this according to the carrier's or peer's requirement rather than leaving it at the default without checking. If a DS3-ATM link trains at the physical layer but ATM cells aren't being correctly delineated, the admin would check whether cmDS3AtmCellPayloadScrambling matches the setting used by the far-end equipment.
