This read-only enumerated INTEGER (off, on) reports the current state of the LL (local loopback) signal, which is generated by the attached DTE device. An admin checks this to see whether the customer's own equipment has requested a local loopback on the port. For example, an unexplained LL-on reading would tell an admin the customer's device itself is asserting loopback, which would explain a sudden loss of end-to-end connectivity that isn't a fault on the network side.
