This read-only Counter reports the count of receive frames the CPE discarded for lack of buffers during the hour, tracked hourly on the CPE side of the DSL link. Operationally, buffer exhaustion reported by the CPE itself points at the customer's device running low on memory resources rather than a network-side congestion issue. For example, a rising trend in this CPE-side buffer-exhaustion count over several hourly buckets would justify recommending a CPE hardware or firmware upgrade to the customer.
